Illegal System DLL Relocation Error

On PC with Windows XP Service Pack 2 on it, certain programs may fail to start after you install security updates, 925902 (MS07-017) and 928843 (MS07-008). Additionally, an error message similar to following may also be displayed on the screen.

name_of_application_executable_file- Illegal System DLL Relocation

The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL C:\Windows\System32\Hhctrl.ocx occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

To resolve this error and get rid of the problem, first download and install all important updates required for your PC from the Microsoft update website.

After, you have updated your PC, try to run the program that caused the error again. If the error disappears, the issue is solved, otherwise proceed further.
  1. Open the following Microsoft website:

    http://www.microsoft.com/downloads/details.aspx?familyid=74AD4188-3131-429C-8FCB-F7B3B0FD3D86&displaylang=en

  2. Next, select the Download button, and the select Run.
  3. Finally, follow the screen instructions to install the Microsoft update 935448 on your system and resolve the error.
Note: If the download button is not available, you may first have to validate your operating system before proceeding with the steps listed above.
